CONEAT: Understanding Uruguay's Soil Classification

What the index measures

The CONEAT index expresses a parcel's productivity relative to the national average. That average is normalised by definition to 100.

• An index of 100 equals exactly the average productivity of Uruguayan land.
• Values above 100 indicate above-average productive soils.
• Values below 100 indicate below-average soils.

The actual national range runs from roughly 5 to 263. A parcel at CONEAT 180 is therefore not "somewhat better" than one at 90, it is fundamentally different in yield expectation.

The data is freely available through RENARE's public CONEAT viewer. You can look up any parcel in the country without registration and without an intermediary.

This is the practical core of Uruguay's much-cited market transparency: a seller cannot tell you anything about a parcel's soil quality that you cannot verify yourself in minutes.

What the index is used for

• Pricing, the single most important reference point for value per hectare.
• Suitability, which type of production makes sense on this land at all.
• Lease rates, rents track the productivity index closely.
• Official valuation, the index feeds into administrative assessments.

The limits of the index

CONEAT rates soil potential. It explicitly does not rate:

• water access and existing irrigation infrastructure
• road access and distance to loading points and port
• the condition of fencing, buildings and power supply
• actual management history and current soil condition

A high-CONEAT parcel without secured water access and without year-round road access can in practice be worth less than a more moderately rated parcel with good infrastructure. The index is where assessment starts, not where it ends.
