
Two things that are constantly confused
The most common and most expensive misunderstanding in this field is equating legal residency with tax residency. They are separate procedures, before separate authorities, with separate requirements.

You can hold one without the other. A residence permit does not automatically make you taxable in Uruguay, and tax residency is possible without permanent residence. Pursuing one and assuming the other is handled is a costly correction later.
Temporary or permanent
Uruguay distinguishes two forms of residency. Which applies depends on the basis on which you intend to be in the country.
Residencia temporaria
For a limited stay of six months to two years, renewable. Renewal must be applied for within 90 days before expiry. The procedure recognises activity-based categories such as workers, students and members of recognised religious congregations.
Residencia permanente
The route that actually matters for clients keeping the option open indefinitely. It is directed at persons wishing to reside in Uruguay without time limit. A separate, simplified route exists for people with Uruguayan family members and for nationals of Mercosur states.
The procedure step by step
Since February 2023 the permanent residency application is filed with the Dirección Nacional de Migración and begins online:
- Access the online system with gub.uy credentials or a digital identity.
- Select the residency type and complete the web form.
- Upload the documents as PDFs.
- Pay the fee by bank transfer or through a collection network.
- The authority reviews the submission.
- On approval, an email arrives with a link to book an in-person appointment.
- Attend in person with the original documents.
- Any missing paperwork is supplied in a single further submission.
In Montevideo the Departamento de Residencias at Mercedes 1004 is responsible, open Monday to Friday from 9am to 3pm. Outside the capital, the relevant regional office applies.
Documents required
- Valid identity document in the original.
- Criminal record certificate, legalised or apostilled and translated where necessary.
- Birth certificate: required from every applicant, because the Dirección Nacional de Identificación Civil needs it to issue the cédula.
- Marriage certificate where a relationship must be evidenced. It may not be more than one year old.
- Health certificate and vaccination record from authorised providers, matching the Uruguayan vaccination schedule.
- Proof of income sufficient for maintenance. The form depends on whether you are employed, self-employed, a business owner, a rentier or a pensioner.
- A passport photograph, taken at the appointment.

Amounts are stated in Unidades Indexadas, Uruguay's inflation-indexed unit of account, so their peso equivalent moves continuously. Brazilian and Paraguayan nationals are exempt from the procedure fee.
Not included: apostilles, translations, medical examinations and legal representation. In practice these considerably exceed the official fee.
The cédula de identidad
The Uruguayan identity card is what makes daily life in the country work at all: bank account, mobile contract, land registry entry, health insurance. It is issued by the Dirección Nacional de Identificación Civil and requires, besides the residence permit, a birth certificate and a migration certificate.
For investors this is the real practical milestone. Without a cédula much has to be arranged through powers of attorney and escrow, which works but is cumbersome.
What to settle at home first
Before any discussion of a Uruguayan permit, these questions belong answered. They determine the economic outcome more than the Uruguayan side does:
- When does unlimited tax liability at home actually end, and what remains limited afterwards?
- What exit taxation does departure trigger on unrealised gains, particularly on shareholdings?
- What does the double taxation treaty provide for income from immovable property?
- What reporting obligations attach to foreign real property and foreign accounts?
- What happens to social insurance and pension entitlements?
